If people withdraw their support, the ruler cannot rule!

Workers and government employees have been on strike for days in cities across India. They are demanding better wages, better working conditions, and the freedom to organize.
As the protests spread, thousands of people begin demonstrating in the capital, including outside the government’s administrative headquarters.
The government decides that it must “restore law and order” and calls a confidential meeting with senior police officers, administrators, and security officials.
The meeting starts late because several officials are stuck in traffic. When they finally arrive, the meeting room is uncomfortable because the air conditioning is not working. The staff member responsible for maintenance says he does not have the necessary spare parts to repair it.
The senior police officer then reports that important files concerning the protest organizers cannot be located. Some records have been misplaced. The police computer systems are also malfunctioning, making it difficult to communicate, access information, coordinate personnel, and gather evidence.
The senior security officials present a plan to deploy forces to control the protests. But they cannot guarantee that every officer and personnel member will follow their orders. Some police officers and government employees have family members participating in the protests.
Meanwhile, even the toilet near the meeting room is not functioning. The plumber is called, but he says he is unavailable today.
In such a situation, does the leader really possess all the power?
Or does his power depend on the cooperation and obedience of thousands of people around him?
And those people themselves only have power because others continue to follow their instructions.
Perhaps the officials are not even telling the leader the complete truth. And even if they are, their authority is meaningless unless the people below them continue to cooperate.
Power does not exist only in the person who gives the order. It depends on the countless people who choose to carry that order out.
